Standard Operating Procedure

This document is in its playtest phase and may be modified without notice based on feedback.
This document is composed in the form of standing orders, which can be referred to by their identifier by NanoTrasen staff as: "SO X-Y", where X represents the category and Y represents the number.
Categories loosely relate to which department they are most relevant for.
Category A - General directives
SO A-1: The Captain of the station is appointed Commanding Officer of the vessel at the start of a shift.
SO A-2: The chain of command is defined as follows:
- Code Green: Commanding Officer > Executive Officer > Relevant head-of-department > Relevant department senior > Regular crew
- Code Blue: Commanding Officer > Executive Officer > Head of Security > Relevant head-of-department > Relevant department senior > Regular crew
- Code Orange: Commanding Officer > Head of Security > Executive Officer > Security department > Relevant head-of-department > Relevant department senior > Regular crew
- Code Red: Commanding Officer > Head of Security > Executive Officer > Security department > Relevant head-of-department > Relevant department senior > Regular crew
- Code Violet: Commanding Officer > Chief Medical Officer > Executive Officer > Relevant head-of-department > Relevant department senior > Regular crew
- Code White: Commanding Officer > Research Director > Executive Officer > Security department > Relevant head-of-department > Relevant department senior > Chaplain > Regular crew
- Code Yellow: Commanding Officer > Chief Engineer > Executive Officer > Relevant head-of-department > Relevant department senior > Regular crew
- Code Delta: Commanding Officer > Head of Security and Executive Officer > Security department > Regular crew
- Code Gamma: Announced when called.
- Code Epsilon: Central Command > Everyone else
SO A-3: Non-security crew are not permitted to bear arms unless in extreme circumstances, permitted to do so via a firearms permit, or when necessary to accomplish their job. The following crewmembers may bear arms regardless of current code:
- Salvage Specialists: Crusher weaponry and survival knives
- Bartenders: Nonlethal shotguns
- Captain, Acting Captain and Head of Personnel: Disabler
- Captain and Acting Captain: Ceremonial sabre, Laser pistol
SO A-4: High Security Areas, defined as any of the areas in the following list, are to be bolted when under threat. It is assumed that moving the station off of Code Green is a prerequisite for this.
- AI Core
- Armoury
- Atmospherics
- Bridge
- Camera servers
- Gravity
- Head offices
- R&D servers
- Telecommunications servers
- Vault
SO A-5: The station is encouraged to allow non-hostile visitors to dock and visit the station. Docking authorisation is to be provided over the universal hailing frequency. Visitors are not crew, but are expected to conduct themselves in a nondisruptive and respectful manner. They may be forced to board their craft and undock at the discretion of the command department. Visitors may additionally be requested to undergo screening upon entry to the station, such as searches.
SO A-6: The Commanding Officer or Executive Officer may grant asylum, with the former being overriding authority in case of disputes. Asylum is a protected statute and places an individual under protection of the station. The asylum statute may be withdrawn at any time given sufficiently grounded reasoning.
Category C - Command directives
SO C-1: If no Commanding Officer is present, a Commanding Officer is to be appointed via the following steps.
- Current Executive Officer
- Head of Personnel
- Head of Security
- Majority approval vote among present heads-of-staff, where only heads-of-staff are eligible.
SO C-2: If SO C-1 fails to appoint a Commanding Officer, Central Command is to be informed by the crew as soon as possible.
SO C-3: If the command department believes the current Commanding Officer to be unfit, the Executive Officer may start a vote to remove the Commanding Officer from command. The vote passes if at least 3 members of the Command department approve, and a majority is reached in favor of the removal. The Executive Officer may vote. This process is to be documented and reported to Central Command if performed, and may not be interrupted by the Commanding Officer. If this process is interrupted, the interruptor gains an automatic Obstruction of Lawful Process charge. This process should not hinder the regular operation of the station in a significant way. Even failed votes should be reported to Central Command.
SO C-4: If a more suitable member of the Command department arrives later into the shift for the positions of Commanding Officer or Executive Officer, the existing CO or XO should cede their position to that head-of-department.
SO C-5: If a new Commanding Officer is appointed at any time and for any reason, and if the Executive Officer position is left empty, the newly appointed Commanding Officer is required to select an Executive Officer among their present heads-of-staff as soon as this is possible.
SO C-6: A non-head-of-staff cannot fill the position of Commanding Officer or Executive Officer. This includes acting heads-of-staff promoted from the regular crew component.
Category E - Engineering directives
SO E-1: Major construction projects should be preceeded by a construction permit approved by the Chief Engineer, Executive Officer or Commanding Officer.
SO E-2: Construction projects in departmental areas should also, generally, be preceeded by a construction permit that is approved as normal, but also has approval from the relevant head-of-department or department senior, or department staff if neither of the former are available.
Category M - Medical directives
SO M-1: A crewmember, including a head-of-department, may be removed by Medical Evaluation of which the result is that the crewmember is unfit physically or mentally to continue carrying out the duties of their job.
SO M-1-bis: A medical evaluation should be started by a Chief Medical Officer (both), Senior Physician (physical) or Psychologist (mental), but needs at least one other member of medical staff or relevant head-of-department to approve of this action.
SO M-2: Medical evaluations should be reported on in writing, and after completion or cancellation, a copy of the report is to be submitted to Central Command and the crewmember being evaluated.
SO M-3: Any medicine in any form that has the potential to be used to induce an overdose should remain behind Medical-locked access. The following exceptions are recognised:
- Crewmembers carrying medicine according to their prescription.
- Medical staff carrying medicine to be able to efficiently carry out their duties.
SO M-4: If a casualty happens during a shift where the victim is rendered unrevivable by any means, time of death is to be called and their Postmortem Instructions are to be followed. A report should additionally be filed to central command that includes the name and position of the casualty, the official time of death, the postmorten instructions and the degree to which the postmortem instructions could be followed.
SO M-4-bis: If postmortem instructions include cloning and cloning is unavailable to the station at the time, but the body is still reasonably cloneable, it is to be preserved and transported to central command where cloning services will be provided if the report is filed accordingly.
Category R - Research & Development directives
SO R-1: Self-experimentation is prohibited and cannot be approved by any authority.
SO R-2: Experimentation on a sophont being must be performed with informed consent by the sophont being experimented on. This consent must be expressed in writing.
SO R-3: Artifacts are never considered a sophont being.
SO R-4: Cyborgs or lesser silicon intelligences are never considered a sophont being.
SO R-5: R&D staff should seek to perform some semblance of control on the items they issue to the crew. Spreading items which would normally be restricted will incur an automatic Improper Conduct charge.
Category S - Security directives
SO S-1: Security members should not generally carry longarms. The Warden and Head of Security are in charge of distribution and collection of longarms when the situation requires it. Moving the station off of Code Green is a prerequisite for distribution of longarms.
SO S-2: Firearms permits may be issued by the Warden and Head of Security, and require specific mention of where the firearm is to be stored, when it is allowed to be used (situational description or task), and any additional gear that is permitted alongside the primary object being permitted (ammo, rechargers, ...)
SO S-3: The suspicious level in the Criminal Records console may be used to flag someone for general suspicion, but can also be used to convey the presence of a personnel search warrant for this person.
SO S-4: The wanted level in the Criminal Records console should only be used to flag someone who is meant to be arrested on sight and brought into the security department.
SO S-5: The detained level in the Criminal Records console should only be used to flag someone who is meant to be in the brig. Anyone with this level who is outside of the brig can be arrested on sight and charged with Breach of Custody.
SO S-6: Security officers should endeavour to conduct themselves in an appropriate fashion given the situation presented. Deployed force should be proportional.
SO S-7: If a level of force is unavailable to an officer and is required, and if calling for backup would pose undue risk to life or limb, the officer is authorised to deploy the next level of available force. Officers using this privilege are expected to report this, and will be held accountable.
SO S-8: When an arrestee is sentenced to a brig sentence exceeding 25 minutes, they have the right to be held in the communal brig, colloquially known as the permabrig, instead of a cell. This right can be withdrawn in case of abuse on part of the arrestee.
Category U - Supply directives
SO U-1: Salvage Specialists should keep their authorised weaponry within the Salvage departmental area on-station, or on their reclaimer. In either case, a locked locker or crate is required. Failure to follow this directive may incur an Endangerment or Improper Conduct charge.
SO U-2: The supply department should keep records of purchases that may be audited by Central Command for irregularities. Automatic submission to Central Command of these records is not required.
